Study Finds Still Problems with North Carolina Medicaid

Urban Institute did a research study on North Carolina’s new managed care program which was implemented in July 2021. The study found most recipients were able to continue seeing their primary care provider but the transition has been far from smooth. Many families found the process very confusing and complicated. There was no help available for families to turn to for assistance with enrollment questions. Case managers did not reach out from the plans nor could providers find any assistance. Screening for unmet needs was never done. The system tends to act like regular insurance with out-of-network problems and providers having to now navigate anywhere from one to six platforms for payment. In summary, most providers and recipients would say the program is far from a success.
